Compute the polygamma function $$\psi^{(n)}(x)$$.

## Summary

The polygamma function is defined as:

$$\psi^{(a)}(x) = \frac{d^a}{dx^a} \psi(x)$$

where $$\psi(x)$$ is the digamma function. The polygamma function is defined only for non-negative integer orders \
