Writes the raw FLAIR images to a processed dataset format.

Args
`data_dir`	The dataset to load FLAIR images from. Note that `write_data` must only be called after `download_data` (and with the same directory).
`cache_dir`	The directory used to write the processed FLAIR dataset.
