Compute the polygamma function \\(\psi^{(n)}(x)\\).

The polygamma function is defined as:

\\(\psi^{(a)}(x) = \frac{d^a}{dx^a} \psi(x)\\)

where \\(\psi(x)\\) is the digamma function. The polygamma function is defined only for non-negative integer orders \\a\\.
